Details of two international agreements to prepare the "Grand Stadium of Fez" for the World Cup.

Preparations are accelerating for the renovation of the "2026 World Cup" stadiums in Morocco. The National Agency for Public Equipment announced yesterday the launch of two open international tenders to complete the renovation works at the "Grand Stadium of Fez," with an estimated total cost of approximately 1.52 billion dirhams, including taxes.
According to details of the two tenders reviewed by Hespress, the first contract (AOOI/02/GSF/2026/ANEP) pertains to the second phase, which includes electrical works for both high and low voltage systems, with an estimated cost of 1.291 billion dirhams (specifically 1,291,232,409.48 dirhams), and a provisional guarantee of 20 million dirhams.
The second contract (AOOI/03/GSF/2026/ANEP) addresses the third phase related to fluid installations (FLUIDES), with an estimated cost of 228.18 million dirhams (228,181,888.80 dirhams), and a provisional guarantee of 4 million dirhams.
The project management has scheduled a site visit for November 2 at 10 AM, which is not mandatory for competitors. Technical documents must be submitted by November 9 at 4 PM.
Bids will be opened on November 10 at the temporary stadium preparation headquarters on the Safrou road, starting at 10 AM for electrical works and at 11 AM for fluid installations. Proposals must be submitted electronically via the "Public Procurement Portal," which published the details.
Technical Equipment Phase
The two contracts reflect the project's transition to the "technical equipment phase necessary for the operation of its facilities," following previous works related to updating parts of the facility.
The project is overseen by the National Company for the Construction and Management of Sports Facilities (Sonarges) as the project owner, while the National Agency for Public Equipment acts as the delegated project owner, supported by a group of architects and consulting firms "GRID" and "TPF Pyramide."
The value of the two contracts alone is around 1.52 billion dirhams, while the total planned cost for the stadium renovation by 2026, according to previous data, is approximately 2.79 billion dirhams, placing them at the forefront of the technical works in the project.
Scope of Work
The second contract includes 19 "technical fields," including high voltage, specialized lighting, fire detection and automatic extinguishing systems, information and telephone networks, access control, "LED perimeter screens," audio equipment and safety sound systems, conference room, broadcasting network, clocks, central technical management, television distribution, display and projection, and video surveillance.
The third contract covers "sanitary plumbing," fire protection, air conditioning, and ventilation, noting that "the list is not exhaustive."
The special conditions document (CPS) sets the execution period at 18 months for the second contract and 15 months for the third contract, starting from the date of the work order, which must be communicated no later than 30 days after notification of contract approval. The guarantee period is set at 24 months after provisional acceptance.
Participation Conditions
For companies based in Morocco, a qualification and classification certificate of the first category is required: in sectors J (electricity) and K (low voltage) for the second contract, and in sector M (plumbing, heating, and air conditioning) for the third contract. Non-residents must provide at least two references for similar projects (stadiums, major hospitals, or airports…) completed in the last ten years, each valued at no less than 1 billion dirhams for the second contract and 200 million dirhams for the third contract.
The two contracts grant "a 15 percent advantage to companies based in Morocco when evaluating financial proposals." These provisions do not apply to consortiums where the resident member's share exceeds 30 percent. Proposals remain valid for 60 days from the date of bid opening and can be submitted in Arabic or French, with the option for non-residents to express prices in euros.
