Plan for the Development of the Surroundings of Hassan II Stadium
The consulting office “Conseil Ingénierie et Développement” (CID) has become the sole competitor for the contract to study and oversee the development of the area surrounding the Hassan II Stadium in Benslimane. This follows the acceptance of its proposal without any reservations after the completion of the review of the administrative and technical documents, in a massive project estimated to cost around 1.8 billion dirhams.
The National Agency for Public Equipment oversees the project on behalf of the National Company for the Construction and Management of Sports Facilities “Sonarges,” focusing on monitoring the development work around the future stadium, which is expected to have a capacity of 115,000 spectators. The plan aims to create a comprehensive sports and urban hub covering an area of approximately 275 hectares.
Despite CID's unique position in the competition, the acceptance of its administrative and technical file does not finalize the outcome of the competition. The bids committee is expected to review the financial offer submitted by the office before completing the procedures and announcing the final result.
The task includes preparing designs and conducting necessary studies for various components of the project, in addition to monitoring and supervising the development work during the implementation phase, ensuring coordination between the planned facilities around the stadium and the associated infrastructure.
The intervention area extends over a vast space around the stadium and the high-speed train station planned for the area, with the overall project design giving prominence to open spaces by allocating about 115 hectares for green areas and public squares, nearly half of the total area involved in the development.
In parallel, the program includes the establishment of two urban facility hubs, each covering 35 hectares, along with a hotel hub also extending over 35 hectares, reflecting the ambition to transform the stadium's surroundings into a multifunctional area that does not limit its activities to hosting matches and major sporting events.
This vision is complemented by two spaces dedicated to commerce and entertainment, covering 15 and 10 hectares, respectively, in addition to 27 hectares for parking and 34 hectares for technical and security areas in the southern part of the complex, meeting the needs of accommodating large crowds and ensuring the management of movement and services during events.
Access to the stadium and the organization of visitor flows are central to the development program, as the specifications stipulate the creation of a main axis linking the front square of the high-speed train station directly to the sports facility, allowing for a clear path for crowds arriving by rail.
The upcoming works also include the construction of pedestrian bridges over the regional road RR313, aiming to secure connections between various activity and facility areas while separating part of pedestrian traffic from the vehicular flows expected to experience significant pressure during matches and major events.
The development works extend to the road network surrounding the project, through a program for a ring road around the stadium and the upgrading of a section of the regional road RP3300, in addition to the construction of necessary technical structures under the future regional high-speed network, allowing for compatibility with various planned transport modes within the area.
The plan also aims to connect the site to major road axes, especially the A1 motorway and the planned continental motorway via a dedicated interchange, in addition to enhancing its connection with existing national and regional roads, primarily the national road RN1 and the regional road RP3313.
The scale of the planned area and the diversity of its components place the consulting office that will win the task in front of a project that exceeds the stadium's immediate surroundings, encompassing the reshaping of an integrated urban, sports, and service area, intersecting a sports facility with a capacity of 115,000 seats, a high-speed train station, hotel, commercial and entertainment spaces, green areas, and a wide network of roads and pedestrian pathways.
